A TV provisioning system must have a unified interface that provides a “smart” adapter towards external systems, such as a billing system. It should support multiple TV controllers and provide a standard way to send commands to every one of controllers. The provisioning system makes an abstraction to real TV controller. It allows that the billing system doesn’t have knowledge about specific particularities of every one. The objective is to simplify the billing system integration and to enable homogenous right management for heterogeneous networks and devices.

Other way of prioritization is according to the type of smartcard that the provisioning command receives. It serves when many devices of TV cable operators have a specific type of smartcard, so it is important to allocate more capacity for sending command for these.
Manage pay per view
Pay per view offers additional revenues to TV cable operators, but it requires constant attention from administrators of TV platforms because of their short life. Every week, new content is added and other is no longer offered, so a good configuration tool is indispensable.

The end date indicates when the STBs lose the package programming.
In the lab, the pre-activation is made without relating the device with the end customer. When the technician connects the device in the operator’s network, it will receive and display the programmed channel. So, when the technician arrives at the home of the customer, the STB is related to the customer and he performs the formal installation.
The fulfillment is a feature that considerably reduces the time of installation at the customer’s home because he does not have to wait for the STB download the entire program guide. Also, the pre-activation of the STB allows that the device has service even though it is not available some of the systems or means for provisioning the device. It is possible because the installation can be sent delayed.
The blackout is to block one or more television channels associated with a service contracted by the subscriber during the time slot of transmission of a scheduled event.
The TV cable operators need a tool to easily schedule a blackout event to a group of subscribers, according to the services they have hired and according to the geographical area to which they belong.
The tool should have the ability to manage the blackout from several companies and on different video platforms connected to DTH, IPTV, OTT or HFC networks.
Every feature mentioned is important for a TV provisioning system, but not all are required for TV cable operators. Each company must select what features they wish to implement.
